Pada tahun 2009 program ini mendanai biaya kesehatan untuk 76,4 juta penduduk, jumlah ini termasuk sekitar 2,650 juta anak terlantar, penghuni panti jompo, tunawisma dan penduduk yang tidak memiliki kartu tanda penduduk.
